Create PokemonList Component

• Displays a list of pokemon that when clicked, displays that pokemon in the PokemonCard.

• The list should be sorted by ID and contain pokemon close to the selected one in the pokedex.

• Don't query the API more than needed when trying to fill the list.

TODO: Implement filtering logic by the application's control layer.
