- Remove most of the auto-generated TanStack Start readme
- Add instructions and prerequisites to guide reviewers through the process of running the project
- Add index and timeline to make navigating the README and repository through time easier

This step sometimes fails due to the 15 tries taking next to no time. The 5 second sleep combind with the retires should allow for enough time to actually let the frontend and backend start up and be served after a fresh build
